Under the Nebraska First Responder Recruitment and Retention Act, law enforcement officers, professional firefighters, and their dependent children may qualify for WSC's 第一反应者学费减免 for up to 100% of their resident tuition charges after subtracting awarded federal and state financial aid, grants, and scholarships. 在线课程的学费减免不会超过为住校学生提供的在校课程的可比金额。

Eligible 第一反应者 and 家属 applying for this tuition waiver must be pursuing a bachelor’s degree in an eligible program and meet one of the definitions listed below:
- A 执法人员， for the purposes of this program, is defined is any person who is responsible for the prevention or detection of crime or the enforcement of the penal, traffic, or highway laws of the State of Nebraska or any political subdivision of the state for more than 100 hours per year and who is authorized by law to make arrests.
- A 专业的消防队员, for the purpose of this program, is defined as a firefighter or firefighter-paramedic who is a member of a paid fire department of a municipality or a rural or suburban fire protection district in Nebraska, including a municipality having a home rule charter or a municipal authority created pursuant to a home rule charter that has its own paid fire department, and for whom firefighting is a full-time career.
- Eligible 家属 may pursue any major / program of study and meet the definition of a legal dependent. Being a dependent student means you meet the definition of a “dependent student” under the 免费申请联邦学生援助（FAFSA）, and that at least one parent or legal guardian qualifies as a law enforcement officer or professional firefighter residing in the State of Nebraska.
Eligible programs for 第一反应者 pursuing a bachelor's degree include:

任何申请第一响应者和家属学费减免的学生必须：
- Complete and submit the 免费申请联邦学生援助（FAFSA）.
- Complete and sign the 第一响应者学费减免申请表.
- Have the officer or firefighter’s superior officer at which they are employed sign the certification at the end of the form attesting to the officer or firefighter’s satisfactory performance as a law enforcement officer or professional firefighter.
